For over 150 years, Historically Black Colleges and Universities (HBCUs) have played an essential role as engines of mobility and job creation, providing quality higher education to millions of Black Americans. Yet, despite their excellence, HBCUs have faced systematic and discriminatory underfunding—inequities that have compounded over time and forced HBCUs to continuously scramble for funding.
