The Century Foundation (TCF), a leading progressive think tank, today announced the hiring of three additional high-ranking officials from the Biden-Harris administration who focus on K-12 and higher education policy issues, bringing the total number of Biden administration officials hired by TCF since January to eleven.
The latest to join TCF as full-time, senior fellows are Viviann Anguiano, who served as Director of Education in President Biden’s Domestic Policy Council (DPC); Kayla Patrick, who covered K-12 issues as a Senior Policy Advisor in the U.S. Department of Education; and Loredana Valtierra, who also served as a Senior Policy Advisor in the U.S. Department of Education.
“President Trump’s vow to eliminate the Department of Education is an attack on young people and an affront to the public servants who carry out the agency’s duties, from managing more than $1 trillion in student loan payments to overseeing special education for 7.5 million disabled students,” said TCF President Mark Zuckerman. “Viviann, Kayla, and Loredana are each remarkable advocates for our nation’s students, schools, and educational opportunity and equity. I’m thrilled they will bring their experience and expertise to TCF as we fight to protect, and build on, the educational progress made under the Biden-Harris administration.”
Viviann Anguiano
Viviann Anguiano joins TCF as a senior fellow, having previously served as Director of Education at the White House Domestic Policy Council during the Biden administration, where she led the higher education portfolio. She has worked in government and advocacy roles to advance educational opportunities for the nation’s students for nearly 15 years, having previously served as Deputy Director of Education and Senior Policy Advisor for the Senate Health, Education, Labor and Pensions (HELP) Committee under Senators Bernie Sanders and Patty Murray. During her tenure in the Senate, Anguiano led legislative efforts to improve college access, affordability, and equity.
Anguiano also held advocacy roles promoting educational equity at the Center for American Progress and in various state and local advocacy organizations in California. She began her career in higher education in her hometown of Chicago serving as a college advisor with the Illinois Student Assistance Commission and founded Arrupe College of Loyola University Chicago. Viviann earned her bachelor’s degree in sociology at Loyola University Chicago and a master’s in education policy and management at the Harvard Graduate School of Education. She is a proud daughter of Mexican immigrants and first-generation college graduate.
Kayla Patrick
Kayla Patrick joins TCF as a senior fellow, after serving as Senior Policy Advisor in the Office of Planning, Evaluation, and Policy Development at the U.S. Department of Education, where she was the primary policy and political lead for all K-12 grant programs. She oversaw strategy and execution for a $40 billion discretionary grant portfolio, ensuring alignment with Biden-Harris administration priorities. During her tenure with the Biden-Harris administration, Kayla led several landmark initiatives, including launching the first-ever Fostering Diverse Schools Program to promote equitable and inclusive education. She also directed the implementation of the Bipartisan Safer Communities Act, overseeing $2 billion in investments to enhance student well-being, safety, and support.
Previously, Kayla was a Senior Data and Policy Analyst at The Education Trust, where she led national policy and advocacy efforts on college and career readiness, school climate, and discipline reform. The author of several influential research reports, Kayla also worked at the National Women’s Law Center, conducting research and data analysis on issues impacting women and girls. She holds a B.A. in Political Science from Wellesley College and an M.A. in Education Policy from Teachers College, Columbia University.
Loredana Valtierra
Loredana Valtierra joins TCF as a senior fellow, most recently having served as Senior Policy Advisor in the Office of Planning, Evaluation, and Policy Development in the U.S. Department of Education, where she led multiple K-12 budget and policy priorities for Secretary Cardona, which include awarding and shaping the first Augustus Hawkins Centers of Excellence grants, spearheading the implementation of the Bipartisan Safer Communities Act’s $1 billion Stronger Connections program, and leading the Department’s policy agenda for multilingual learners. Prior to that appointment, Loredana co-led the K-12 and juvenile justice agenda for the House Committee on Education and Labor under Chairman Bobby Scott as Education Policy Counsel where she drafted key education provisions of the CARES Act and the Coronavirus Response and Relief Supplemental Appropriations Act which were adopted into the American Rescue Plan.
Before federal service, Loredana promoted equitable school policy for girls of color and represented pregnant and parenting students at the National Women’s Law Center. She has also represented immigrant children and families and is a former 7th grade English teacher. She holds a Bachelor of Arts in political science from the University of Illinois at Urbana-Champaign and a J.D. from the University of Wisconsin Law School. She is the proud daughter of immigrant parents.
