In June 2003, The Century Foundation released the report, “The Devil is in the Details,” outlining the findings of the Department of Justice Office of the Inspector General's investigation into the arrest and detention of 762 immigrants in the aftermath of 9/11. In December, the OIG released another report on the Justice Department’s response to the OIG’s initial findings. This report, published in January 2004 shortly after the release of the Inspector General’s findings, summarizes the abuses the Inspector General concluded occurred, the attempts by the Bureau of Prisons and its staff to cover-up these instances of abuse, and the failure of the Department of Justice or federal prosecutors to act upon these allegations in a vigorous manner.
